A legislative commission in Texas holds the state lottery accountable for not closing a loophole that let a lottery syndicate based in New Jersey steal a $95 million prize.

T he Sunset Advisory Committee (SAC) is entrusted with evaluating the effectiveness of state agencies before suggesting changes or even declaring that they should be eliminated. The SAC has reserved some harsh words for the Texas Lottery Commission (TLC), particularly its tolerance of "courier companies," in a recently released report.

In order to ensure that it would win the jackpot and almost all of the other prizes, the mysterious New Jersey syndicate, called Rook TX, was able to buy 25.8 million tickets for a Texas Lottery draw using the courier system.

According to the SAC, the TLC's refusal to address the gap had caused it to become "stagnant" and "passive." Because of this, regular Texans who participated in the draw that day were ignorant that their chances of winning the large reward were, at most, half.

 

The Lottery Turns Into an Exploitable

One of the few times the lottery can be mathematically manipulated was the Texas Lottery draw on April 22, 2023, but only if you have the money to purchase every possible combination of numbers—which, coincidentally, comes to 25.8 million.

The jackpot had increased to $95 million after 93 rollovers. In order to secure a $95 million prize, the syndicate had to wager $25.8 million on $1 lottery tickets, which would leave $57.8 million after state and federal taxes. The syndicate would still generate a little profit even if it were unfortunate enough to split the top prize with another winner.

Although a three-way split would have been disastrous, it was a fairly low-risk strategy because the Texas lottery only sells one to two million tickets per draw. After all, that's why it's called gambling.

In the meanwhile, the syndicate would collect all of the lower prizes and 289 second prizes for matching five or six numbers, bringing the total winnings to about $2.5 million.

Given that the lottery typically only sells 2 million tickets on a good day, how was the syndicate able to purchase 25.8 million? Lottery couriers are the answer.

 

"Hooked on Montana"

Third-party companies that sell lottery tickets online via mobile apps are known as lottery courier services. They buy tickets in bulk from authorized sellers in order to fulfill consumer purchases. The procedure of gathering and delivering wins to clients is typically handled by the courier service.

Following the draw, it was revealed that Lottery Now, a business located in a Colleyville mall, was selling the winning ticket. However, upon their arrival, reporters discovered a company named "Hooked on Montana" that arranged fishing excursions for visitors to the Big Sky State.

However, Hooked on Montana had a lottery ticket sales license. As a side gig to his primary business, its owner, Richard Wheeler, told USA Today that he had been performing some lotto couriering. In Rook, Texas, he sold over 11 million lottery tickets.

Only two states currently have legalized and licensed courier services: New York and New Jersey. However, they are accepted in many other states, including Texas, which the SAC finds unacceptable.
